This pilot research project focused on environmental equity in Bolton and Copeland to:
- Improve understanding of the nature and significance of the social distribution of pollution and environmental risk;
- Identify 'pollution-poverty' areas in most need of remedial action;
- Develop an aid to strategic decision making, highlighting the socio-economic and environmental concerns and opportunities across the Northwest; and
- Encourage regional and national stakeholders to respond to environmental inequality.
It was possible to measure and map environmental deficit, examining the overlap between environmental deficit and social deprivation, and considering the implications for public policy making and intervention.
